Default not all my contacts appear in my address book

Using Outlook 2003, my contacts are checked to "show this folder as an email
address book" in the properties. It does show up when clicking on address
book menu, but not all the contacts appear. Only contacts with email
addresses are shown. When I want to send a fax I cannot select a contact that
has a fax number unless it also has an email address. This has only happened
since upgrading to outlook 2003.
please help.

The Outlook Address Book shows all valid, resolved electronic addresses,
including fax numbers that are stored correctly in fax fields. See if yours
are.
