Default FURTHER TO OUTLOOK NOT WORKING AFTER CLOSE - REOPEN

Outlook Send / Receive will only work after reboot on the first opening. If
Outlook is closed and reopened, send/ receive doesn't work.

After closing, ctrl - alt- delete does NOT show Outlook is running.

Office (2003) has been REPAIRED. Windows XP. SP3 just installed.

Is there any history or reason for this problem?
