I may have found the problem after extensive research.

Tools - options - other - advanced options - COM ad-ins.

Something called Itunes Outlook Addn.

I unchecked it and Outlook seems to be working.

I have no idea what the program does, but clearly Outlook works better
without it.

Outlook Send / Receive will only work after reboot on the first opening.
If Outlook is closed and reopened, send/ receive doesn't work.

After closing, ctrl - alt- delete does NOT show Outlook is running.

Office (2003) has been REPAIRED. Windows XP. SP3 just installed.

Is there any history or reason for this problem?
