Using Outlook Spy has been the only way I recall anyone has ever
recommended. Why don't you want to use it?

The 30 day trial expired and it only provides me with this one benefit, and
I thought the $50 or so for me to fix what is essentialy a MS bug was OTT.

You certainly don't need Outlook Spy to correct the problem if your delivery
location is a PST. Create a new PST, make it your delivery location, then
transfer all the data in the old PST, except for what's in the Outbox, of
course, to the new PST. Close the old PST and you're done.

The Read receipts don't exist (at least visibly to me) in the outbox, so I
don't think this would work. My faulty account has started working again
now, so I am not able to test. However my btinternet account does seem to be
getting faulty rather a lot on the SMTP send side, so if the problem occurs
again I will give it a try.

It's guaranteed to work and you won't see read receipts because their hidden
items. They're still in the Outbox, though, and that's why creating a new
PST (with a brand new, empty Outbox) and making it your delivery location is
guaranteed to work.
