Usually the server response
'554 smtp.tiscali.co.uk'
includes some text explaining the error. This is the first time I've
seen the response include the server name. So I suspect that you have
some anti-virus program scanning outgoing e-mail and it had a problem
connecting to the server. And so the response is not coming from the
server but the anti-virus.

Check into disabling the scanning of outgoing mail.
