What does this mean and how do i fix it?

I don't understand what the error number is, this message comes up when i
press the send/receive button. please help, thank you

This is a message from the SMTP server (the one you send through) that the
transaction failed.

If you do not have a problem sending messages this is probably caused by the
fact that OE tries to send before it receives. If the SMTP server only
accepts messages after a POP3 authentication you can get this.

Usually the server response
'554 smtp.tiscali.co.uk'
includes some text explaining the error. This is the first time I've
seen the response include the server name. So I suspect that you have
some anti-virus program scanning outgoing e-mail and it had a problem
connecting to the server. And so the response is not coming from the
server but the anti-virus.

Check into disabling the scanning of outgoing mail.
