Default Outlook Express launch error MSOE.DLL

When I try to launch my outlook express the error mesage
"Outlook Express could not be started because MSOE.DLL could not be found.
Outlook Express may not be installed correctly."
I have gone to support.microsoft.comm but the resolution instructions are
not totally clear. Can anyone assist me ?

Default Outlook Express launch error MSOE.DLL

First check in the Control Panel and see if the patch KB911567 was
installed. It would be on 4/11/06 or later. If it was, remove it and reboot
and let us know.

Where in the control panel should I look, will it be the "name" or with
another file?

Default Outlook Express launch error MSOE.DLL

I have found 3 locations where this patch is found 1st in C:\WINDOWS is a
text doc, then 2 others in C:\WINDOWS\SoftwareDistribution\Download is PCM
File, and yet another is a Security Catalog, delete all 3?

ok I found 3 locations of the file name 1st is a text doc, 2nd is a PSM
flie, 3rd is a Security catalog, delete all 3 ?

Default Outlook Express launch error MSOE.DLL

Use the Control Panel to remove it:

1. Go to Control Panel | Add / Remove Programs.
2. Make sure the checkbox that says Show Updates is checked.
3. Page down the list until you see Security Update KB911567.
4. Click on remove to uninstall the patch.

The deletion at other locations will not remove the upgraded patch problem.
