Default Incoming Hyperlinks

Is there a way to disable hyperlinks in incoming mail nessages? The Phishing
Filter in SP2 does this to some messages that exhibit suspicious
characteristics; I need to extend this behavior to ALL incoming mail.

Thanks in advance,
