Non-contacts subfolder in Contacts

If you're seeing only mail folders, it sounds like you're looking at the Mail navigation pane, not the Folder List navigation pane. This was the clue I needed - it inspired me to go digging through the options to figure out how to get to the folder list navigation pane (not where I expected to find it).
