have a newsletter mailing list that want to share within organization.
Outlook 2003.

Hi Joe,

with or without Exchange server?

If you are using Exchange, you can give permissions to the other users on
this folder.

without Exchange, you will need a 3rd party utilitie:

ZDNet UK recommend this tool:

and a list of a list of third-party sharing tools is also on this site:

I'd like to share just one contact list within the folder, but not the whole
folder. Is there a way to do this?

Under "Contacts," I have a folder named "Contacts" that has several
distribution lists in it. I want to share just one distribution list and not
all of them. Can I share just one, or do I need to create another folder and
share the whole folder?

Since Outlook doesn't have an item named "contact list", you'll have to
state what you mean by that term.

Sharing is on a folder-level only. Are you using Exchange? Put the DL in a
public folder Contacts folder and then everyone can see it.
