Hello. I am receiving this error message below, but I have also tried the
recommendation of the control panel , but I continue to receive the same
error even following those exact instructions. I have tried using the
command prompts and it gives me the same information. I have reinstalled
microsoft office and it continues to occur. Thanks.

You cannot add a Microsoft Exchange account while Outlook is running. Please
exit Outlook and use the Mail icon in the Control Panel to add a Microsoft
Exchange Account.
