Default Having no luck getting "received & read" using POP3 account. Help

I'm job hunting. Paid for POP3 acct. so I could use Outlook's return email
message feature for "when email received" and "when email read". When I had
had this feature with another POP3 acct. I was always able to get the return
notifications. Testing tells me the emails went out properly & were
received in a timely fashion, but using a Mail.Com POP3 acct., I get no
return messages. Microsoft wants $35 to provide help. Please reply to :
if outside discussion group.

Thanks for response. I referred to testing - sent to my wife, a friend, &
myself (at different email) - No message asking if we want ed to respond was
received. When checking further, the two boxes for "receive" & "read" were
checked, but were "greyed out". Something is keeping the "R&R" requests from
being sent.

Not everyone returns receipts. I typically decline returning them.
