What does "Could not initialize CLR" error message mean?

Default What does "Could not initialize CLR" error message mean?

I recently moved my files and programs from my old laptop to my new one.
Since then, when I open my Outlook program, I receive the following message.
"Managed MAPI Service"
"Catastrophic Failure"
"Could not Initialize CLR - Unknown Error"

What is this and how do I fix it?
