Find outgoing/incoming mail server Cancelled

Default Find outgoing/incoming mail server Cancelled

Using OL 2003, I am setting everything up right, but when I try and test
account settings, the Find outgoing/incoming mail server returns with a
status of cancelled but there isn't any error message outside of that. What
is happening...why can't I get this to check? I have PC-Cillian, I have
disabled it and still no luck. Can't get it to send and receive on any
account.
