Since you stated that send/recive was set for 1 min its assumed you new were

Thanks Goron understood, but send/receive has been set on 1 min since I

One is that your firewall isn't configured to allow Outlook to access the port. Another is that you have an antivirus or -spam scanner integrated with Outlook and it's interfering. Exactly what does happen when you click Send/Receive? Any errors? How about when you click the "Test" button in the account properties? As an FYI, the default is 5 in Outlook 2007, 30 in 2010.
