Default Default Save Folders

If I open an attachment and forget to "save as" to a specific folder - my
system defaults to a directory that I cannot even see. How do I get access to
this folder?

C:\Documents and Settings\my profile\local settings\temporary internet ...
\random #

My IT guy can configure the default folder through the registry but cannot
figure out how to display the folder when I don't "save as"
