Default Unable to send test message when setting up email account

I am setting up an email account with Outlook 2003 and am unable to send a
test message. I am using a verizon email account and am setting it up
according to the instructions on this site. It keeps telling me to check my
email address. My email address is valid but it is not sending out the test
message. Any help would be appreciated. Thanks!

Are you connected to Verizon's network when attempting to send or are you
connected to another provider's network?

I'm not sure I understand your question, but I'll do my best.

I am only logged in to Verizon's network as far as I know.

Do I have to be logged on to Verizon's email page when I try to send/receive
mail in outlook? If so, that's not worth it considering I can just check my
email from their website.

No, you don't have to be logged into their web site.

Is Verizon your broadband provider?

They are my provider for DSL, not broadband. Could that be the problem?

No one is my broadband provider. I connect using DSL. Verizon is my DSL
internet provider.

OK, in my mind DSL is 'broadband' hence the disconnect there...

Can you ping your SMTP server while you're connected?
