This has happened 2 X's . When I open Outlook Express, it says that Outlook
has finished configuring and then I see that all my files and messages are
gone and it starts receiving all my messages that have been saved on my
server for the past 3 months. Of course, I lose anything that was in my
files before then and anything from my "sent" file, and, I have 400 emails to
read-file. What am I doing wrong?

The "configuring" message typically indicates that you are signing on to
Windows via a new profile. Although in that case, I wouldn't expect it
have your mail account information unless your ISP provides some
software that automatically configures your mail account.

That your messages are missing indicates that your DBX files are gone,
or at least not where OE expects to find them. For example, if you have
modified the registry to point the store folder to a network or
removable drive (e.g. a USB flash drive, zip drive, etc.) and Windows
can't access the drive, OE will default to creating new folders on the
C: drive. Similar problems could occur if OE files where on a partition
other than the C; and for some reason doing boot Windows couldn't access
that drive or the drive letters got remapped.

For a start you need to search your drives for *.DBX files. Depending
on your version of Windows these may be marked as hidden and/or system
files and you'll need to used the advanced search options. If you find
them, they can be imported back into OE.
