Default Include signature for messages initiated outside Outlook

I have a signature enabled in Outlook 2003 for both New Messages and
Replies/forwards. However, if I create an e-mail message in a 3rd party
application or if I right click on a file in Explorer, select Send To, then
Mail Recipient, the new message window in Outlook does not have the
signature.

Is there any way to force the signature to show?
