Default Public Folder Message Display Question: MAIL or POST Form

Using Exchage2003/OL2003 I have numerous public folders, some mail-enabled
and some not. However, some display with a POST form whereas other display
with a MESSAGE form.

How can I make them all display with MESSAGE form?
There seems no rhyme or reason form this. All are created to hold mail &
post items, but even some meail-enabled folders which receive direct external
emails still display the item as a POST.
