Default Addressing emails

I just moved my Outlook 2003 files to a new laptop. However, when I go to send a new email message and try to address it by selecting the little book icon at the To: location, I keep getting the following message:

"The address list could not be displayed. The Contacts folder associated with this address list could not be opened; it may have been moved or deleted, or you do not have permissions. For information on how to remove this folder from Outlook Address Book, see Microsoft Outlook Help."

I am not using an exchange server; I have followed the steps to show my contacts folder as an email address book, but that hasn't made any difference. Any suggestions?

State the steps you used to migrate your data and configure the address book
so we can figure out what you did wrong.

I exported my local copy of emails, folders and contacts from my old computer and imported them into Oulook on the new computer. I then went in to make sure the files were listed in the data file management area. I can access email on local, I can replicate to comcast and download new email but I can't address any new email from Outlook.

No wonder. In this group you will find countless posts that tell why you
should never use export and import to transfer Outlook data. I can't
understand why people think they should. It makes no sense. Not only do you
lose data, you also fail to connect the data that you do manage to transfer
to your new Outlook profile.
You already had an Outlook Data file. You just copy that file and open it in
the other installation of Outlook. Set it as your default. Then you will be
able to use it as intended, including in your address book service.
