Default Public Contact Folder included in My Contacts Group

We have set up a new Public folder for Staff Contacts. How can I make this
show up in the My Contacts Group on the Navigation Pane when I select just
the CONTACTS button?

I am able to add it as a shortcut in the SHORTCUTS pane, but I would like
for this contact list to be available alongside personal contact lists.

Try adding it to Public Folders\Favorites first.

If you continue to have problems with this, please give your Outlook version.

That may be the real problem. I've tried that repeatedly and nothing
happens: no error message and it does not populate in favorites.

You still didn't say what Outlook version. If you look in the Folder List
navigation pane, do you see anything under Public Folders\Favorites?
