Default How to Sync Public Folder Contacts with Personal Folder Contact Li

We have Exchange 2003 SP2 and Outlook 2003. We have a public folder with a
large contact list (a few thousand contacts). Is there a good program that
can sync these contacts from the public folder to a personal folder contact
list so that user can retrieve/change information on his Win Mobile 5 phone?
