Default Formatting in Notes contacts

In Outlook Contacts 2003, by default, notes can be formatted. Recently, I
tried to format each line differently to separate the header (in bold and
underlined) from the remaining entries in plain text. Outlook will let me
save this but once I re-open the contact, everything is in plain text. What
would cause for the notes not to save the formatting? It will only format all
or none of the text entries.
