Default Email "To:" issue

I've used outlook 95 then 2000 and now upgraded to 2003. I also synch with
an IPAQ. Now when I hit the "To:" on a new email and type the last name of a
contact, only some of my contacts appear while the others will apear only if
I type their first name or do an advanced search. I don't see any pattern or
consistency. When I open my contact list, all of the names are filed
alphabetically by the last name. I'd like all of my contacts available by
the last name when I hit "To:" or "CC:" when sending an email. What happened
and how can I fix this? Any help is appreciated. Thanks
