I have two Outlook Contacts folders. How do I merge the data and then
delete one of them?

Drag/Drop or Copy/Paste from one to the other. Then close the one you no

Is there a utility to allow a merge between 2 contact files speciffically

None that I know of, but I haven't the time to examine for Outlook
