How do i print the phone list with THE LINES (FRAME) IN OUTLOOK

With that version you can change your contact view to 'Phone list.' With that view active, when you click on File/Print the 'Table Style' is chosen as the default format. This format has lines and headers that make the printout with what I think you are asking about. In previous version a similar approach might work as well.
