Default Allow moving columns in personal address book view

When viewing Names & Addresses in the Personal Address Book, it would be nice
to have the ability to move the fields/columns around

Default Allow moving columns in personal address book view

The Personal Address Book has not been used for 7 years, is obsolete, and no
longer supported.
