Default Starting OL 2000 always in the same manner

I would like to startup OL 2000 always with the same windows in the same
positions and format. This only seems to work if you close outlook from the
menu (filesclose) when closing with system shutdown it forgets the
positions, sizes and open windows most of the times. I have experimented
with making read-only various files and registry-key (tx to Robert Sparnaaij
for his "Files and Settings guide for Outlook") but until now with no luck.
Any idea's?
