Ok I want a user-defined field in a inbox that will only allow entries from a
pre-defined drop-down list, in the same way that the importance field only
allows values fromlow, normal, high

AFAIK, that's not possible with user-defined fields.
I'm not sure if it is possible when modifying the form or any other method
which requires additional programming. You might want to check with the
developers in;
outlook.program_forms
