Default OL2000 Tools accounts vs. services?

OL 2000 is working much better finally (on WinXP machine). However, when
looking on Tools menu to configure the address book to be last name, first
name order, I only see Tools/accounts, not Tools/services. Where do I find
the services and/or how do I "fix" the address book? Contacts are listed in
the preferred last name, first name order.
Thanks for any help.
