Default How do I delete SBOLExt.dll add-in message on startup?

I use Windows XP and Outlook 2003.

I have trired spy removal tools. Unistallation via the Control Panel
and
reinstalling Office 2003. I have clean registry as best I can.

I'm really upset that I can't remove this stupid add-in window.
