You didn't look up in that location. You've looked up in

C:\Documents and Settings\%username%\Application
Data\Microsoft\Outlook\

The sixty-four-thousand-dollar question: Where is the difference in both
paths? :-)

You're looking in %UserProfile%\Application Data. The PSTs are under
%UserProfile%\Local Settings\Application Data. However, there's nothing
magic about the folder. YOU are the one who told Outlook where to create
the files and if you don't remember, click FileData File Management and
look at what you chose.
