Default How To Configure Primary Contact List

Hi,

With Outlook 2003 in an Exchange 2003 environment how can I configure a
particular Contact list to be the primary? That is, when I click on the
To button (when creating a new message) I want to be able to have a
Contact list as the default rather than the Global Address List. Also, Is
it possible to make a public folder based contact list the default address
list?

Any and all thoughts on this are appreciated.
