Default Voting Buttons.

Alright here is the scenario. I have a fairly large customer ( 27
PC's) that is having issues with voting buttons. They are using
Outlook 2003 and do not have an exchange server. They are sending out
messages that contain voting buttons and everyone is receiving them
except two people. Any ideas what could be wrong?
