Is it possible to do a kind of "debug" of rule, to see why it is not working
?

Default Rules debug

You can change the action to flag the message or more it to a folder that is
empty to see what the conditions apply to (use Run Now). Using an empty
folder allows you to easily move messages back to the original folder to
retest. Once you are sure it works as expected, change the action.

Test each rule individually and use Stop processing action if two or more
rules apply to a message.

Default Rules debug

Many rules that I have found that fail are due to placement in the list
and/or not stop previous rule processing interfering with the rule.

If the failure is due to placement, it may be already processed by a
previous rule which negates the rule that seems to be not working.

Try Move Up/Down and see what that does.

It's difficult to help without knowing how the rule is failing.
