After clicking Reply the window opens but Outlook stays on top

Default After clicking Reply the window opens but Outlook stays on top

When replying to an email Outlook usually opens the window on top of
the program so the Outlook window is covered. However, occasionally
when I click on Reply it opens a "reply" window underneath the Outlook
window. I have to minimize Outlook to access the reply email. This is
an intermittent problem. Does anyone know how to fix this?
