Default Outlook wont work, but Outlook Express does

we have a new computer that we want to use Outlook. Outlook Express works
fine, but Outlook will not connect to our mail server to send or receive
mail. The settings are the same. Any ideas as to why?

No errors in Outlook.

correction--Yes we get errors in Outlook. When trying to send/receive mail
in Outlook, we get either a time out error or unable to connect to server
error.
No errors in Outlook Express

Default Outlook wont work, but Outlook Express does

ended up finding out that Outlook was denied access via Trend PC Cillin - a
program that came preloaded on the Dell system. It came with little to no
instructions
