Default Server timeouts + polling

My server timeout in Outlook 2003 for all accounts is set to 1 minute (the default I believe). I do
no use an Exchange server.

Does this mean that Outlook waits for up to 1 minute to connect to the server, then allows a much
larger amount of time to send an email (important if the email is big and/or the connection is slow)

OR Does it mean that Outlook waits for up to 1 minute total to connect and send an email. If so,
this would cause a problem for emails with large attachments.

Also, my polling time for sending/receiving emails is 10 mins. I often see it recommended on this
forum that it shouldn't be less than this. Does this imply that I shouldn't press Send/Receive,
since this could easily make the time interval much less than 10 minutes?
