Default how/where in outlook can I configure read receipts?

I want to configure a request for read receipts for all emails I send. I also want to choose how/when I respond to a read receipt request. I cannot find the configuration option anywhere. I want the global setting tab for this. Where is it in Outlook 2007? Any clues, please!
