Default Outlook 2000 not sending read receipts

Greetings!
I have 6 Office 2000 installations on my network, and 20 Office 2003
installations. All but one sends read receipts.
the one that doesn't work gets a 550 relay error and is rejected by the
server.

I have read on the forums that this is an ISP SMTP server issue. but it does
not explain why some of my machines process read and delivery receipts with
no problem and the one does.

I have: Run detect & Repair
Installed the latest updates
deleted and recreated mail settings

Any assistance would be greatly appreciated!

First thought that crosses my mind is, does the ISP SMTP server require
authentication or checking of POP3 mail before sending?
