You can't. Your case is special. Microsoft has singled you out, and made you
the only person in the world who must pay for Outlook Express.

Outlook Express is already free and is included with Windows 2000 and
Windows XP. Windows Vista uses Windows Mail. If you need Microsoft
Outlook, then you have to purchase it as it is not free.

Default need to get outlook express

You posted using OE running in WinXP SP3 (Microsoft Outlook Express
6.00.2900.5512).

If you want Outlook (OL), you'll have to purchase it.

For Outlook (mentioned in your post's body), rob a store to steal a copy
of MS Office. You might instead just steal an entire pre-built computer
with MS Office pre-installed and then convince the cops to let you bring
it to your cell.

For Outlook Express (mentioned in your post's subject), is your memory
retention so short that you don't even know with what program you
composed your post?
