Your to accounts are aliases for the same mailbox on the server, even if
they have different passwords.

This is what happens:
First the first of the accounts to check the mail will collect all the
messages.
A message addressed to both comes in and gets checked against rule one:
"Yes, it's addressed to a@ so it goes to a_mail, but lets see if there are
more rules ... oh,it also has b@ so I'll put it in b_mail"
The second copy comes in and the exact same thing happens. So they both end
up in b_mail. The second rule always wins.

The only way around this is to pay for a real, non alias mailbox on the
server.
