Default Item in inbox, but no data

Trying to help a friend fix a Outlook Express problem. She has downloaded a
message and shows it has been downloaded in the Inbox. . Later when she tries
to view again, it indicates : "message has not been downloaded" and gives a
"click here" to do so. However, nothing happens. Message shows to be in the
"in box", but it is not.

any suggestions?
