Do you have any Message Rules for mail or Block Senders (Tools, Messages
Rules)?

OE counts all messages downloaded, including those moved to another
folder. That includes deleting messages via rules or a Block Sender.

Another thing that can happen is if the sender used the Break Apart
option of OE. For example, if they send a message of 125 KB and their
break apart is set at 50 KB, 3 messages travel via the Internet and get
downloaded by the recipient. But after downloading OE automatically
puts the 3 parts back together so that you have only one message in your
Inbox.
