Default Expected results with OEQB restore?

When you do a OEQB restore, is the result a complete reinstall of OE, or
just a total overwrite and replacement of dbx files and the wab file(s)?

The respective dbx folders are replaced with the ones that existed in the
OEQB restore I assume, but are newer ones left alone or does OEQB restore
delete them?

Are accounts lost with a OEQB restore, or replaced?
Account Passwords lost?
