Default How to set rules for Outlook Express?

There are 3 email accounts, one is local account and 2 hotmail account.

For the local account, I don't mainly use it for communication, and only
receive any email from domain @abc.com, otherwise transfer into trash bin.

For the 2 hotmail accounts, is used for business, and would
like to transfer into one's Inbox folder, if the receive email is
.

is used for other, and would like to transfer into two's
Inbox folder, if the receive email is
. For this account,
there is a lot of junk mail, and would like to set rules to transfer email
into trash bin, if the receiver email is
and sender email is
not recognized,

On the other hands, does anyone have any suggestions on how to create a list
of domain, if any sender's email is contained within this list, then transfer
into specific folder, otherwise transfer into trash bin.

One more questions, if I load hotmail email into Outlook Express's specific
folder, and Outlook Express cannot be synthesized, when I open Outlook
Express again, will it reload all emails into Outlook Express again, so I
will get many copy of hotmail's email?

Does anyone have any suggestions on how to do it?
