Working hours on a resource - disabled user

Default Working hours on a resource - disabled user

We want to use resources for booking rooms. microsoft suggest to have
disabeld users for these resources. But we cannot find out how to set up
working hours for these resources. We don't want people to be able to book
outside office hours without someone to accept it. Every other rule we have
replied works fine, i.e no booking over 4 hours without acceptance, but how
do we set working hours on a resurces that doesn't have a user (so that we
can use group policy and so on)
Any ideas?
