Intermittently Pictures Won't Download in Outlook 2003

Intermittently, and infrequently, an image will not download when I
read my mail in Outlook 2003. I tried the fix of tools -- security --
download pictures -- change automatic download...

In Outlook 2000, I maintain a list of "Things to do today" in "Outlook
Today". Its very nice, except that it has this annoying habit of
