I'm afraid your request doesn't really have anything to do with Outlook
programming. If there's a COM API for WebEx, then you can use VBA or a COM
Add-In to automate it. See WebEx for support with their APIs though.

If you have questions about the Outlook object model specifically, feel free
to post your question.
